Terms of Service
These terms describe the public Luppa guidance app and the limits of using it for Finnish building-permit questions.
Service scope
Luppa provides public, source-backed building guidance from Rakentamislaki and available municipal public guidance sources through a public text chat and MCP-backed source tools.
Luppa is not a municipal registry, final permit decision system, authority messaging channel, or legal representative.
No binding decisions
Luppa can help explain public sources and identify questions to check, but it cannot approve a project or decide whether a permit is definitely required.
You are responsible for confirming final interpretations and project-specific requirements with the relevant municipality or qualified professional.
Acceptable use
Use Luppa for public guidance questions only. Do not submit credentials, private application data, exact property identifiers, confidential drawings, or personal identity data.
Do not use Luppa for private project review, application readiness scoring, file or drawing review, account access, or authority messaging.
Do not use Luppa to bypass laws, municipal processes, third-party terms, access controls, or safety requirements.
No-auth public chat access may be limited with edge controls, IP-based controls, and anonymous browser-token limits to manage abuse and cost.
